The issue has been a concern of the medical industry for years, Tom Hubbard, senior program director for the New England Healthcare Institute, said in a telephone interview after the speech. The nonprofit, health-policy institute focuses on supporting innovation that improves the quality of health care and lower costs.
So far, Hubbard said, it appears that Congress and others are listening to the medical industry's worries.
"The Institute of Medicine recognizes the need to protect innovation," Hubbard said. "I think that was acknowledged on both sides of Congress. In general, nobody is against developing the next life-saving drug or the next life-saving device."
